Incumbent governor Chavit Singson is not running but his son, incumbent congressman Ryan Lusi V. Singson (Nacionalista), is running in his place. Ryan will be opposed by Roque S. Versoza, Jr. (Liberal), mayor of Municipality of Tagudin, Ilocos Sur and CSC Pagasa Awardee 2008 (Individual Category).

Ryan Luis V. Singson is the son of Ilocos Sur kingpin, Gov. Chavit Singson. He was elected as Vice Mayor of Vigan City for the term of 2010-2013.
He replaced his brother Ronald V. Singson (representative of Ilocos Sur’s first district) in 2010 when the latter resigned after being convicted for 18 months for drug possession by the Wan Chai District Court in Hong Kong. Singson won a total of 71,995 votes from his townsmen in a special elections in 2010, defeating rival Bertrand Baterina, a lawyer, who had 30,445 votes.
Ryan Singson is the man behind the tag line, “Vigan is my Legacy, Serving is my Destiny.”

Roque S. Verzosa, Jr.is the mayor of Municipality of Tagudin, Tagudin, Ilocos Sur. He was a CSC Pagasa Awardee in 2008 under the Individual Category.
While issues of corruption and ineptness hound the police force, cop-turned-mayor Roque Verzosa, Jr. proved that he can unify and lead a whole town towards progress.
Truly a hands-on leader, Mayor Verzosa’s first agenda upon assuming post was to make the rounds to 43 barangays and 28 schools in Tagudin to personally consult his constituents on problems that need addressing and suggestions for improving public service. With the active participation of Tagudinians, he was able to craft and direct effective programs on tourism, infrastructure development, revenue enhancement, education, social welfare, health, livelihood, peace and order and environmental management.
Armed with his battlecry, “ASAP Tagudin!”, where ASAP stands for Agparkam Siglatmo Agkakaysakam Panagrang-aymo or Unity in Self-Reliance for Progress, Mayor Versoza led his town from being fourth class status to third class in a span of only three years. Tagudin was also adjudged as Best Performing LGU and Most Child-Friendly Municipality in 2006, second placer in the 2006 and 2007 Search for the Cleanest and Greenest Municipality, and fifth placer in the 2006 Search for the Cleanest Coastal Area, among other distinctions.
